All evidence items live here now — the 64 built-in ones and anything you add. New items default to inactive: they won't appear on any plot's checklist until you switch them on for that plot (Edit plot → checklist). Built-in items keep their original matching rules (which construction/roof/etc. they apply to) — only name, stage, guidance and example photos are editable here for those.
